WHen I log in as a user the system does not see any of the devices. I belive that the USB stack is loaded with security options that cause this but dont recall where and how to change the setting. Could anyone provide some direction on this issue please?

It has to be done with proper udev rules.
When new device appears in the system, udev is crating /dev/ entry for that device. Normally it applies permissions for root user only, but You can change it writing Your own rules.
Please browse the internet for udev rules writing howto.
