I have Ubuntu running in Virtualbox on my XP / home system.

Can I set up an ftp server ?

Yes. Just make sure the network adapter for the guest os is set to bridge in virtualbox settings, if you want to make the ftp server available to your phisical network

Maybe you should add a liitle more detail: Dou you want the FTP server to be available from the internet ?  In that case bridging might not work (it all depends on how your router is configured). Please add some details and I'm certain I could help you.
