squid bandwidth division

Respected Sir,
                            I am using squid server in university. my squid server is with ADS. means squid is in fc6 and ADS is in windows server.
we have lans over here. maily i divided the network into 2 lans .
10.2.0.0 and 10.3.0.0
we have 2mbps line .
I want to divide the 2mbps connection into two. that is 1mbps for 10.2.0.0 and 1mbps for 10.3.0.0.
I know it can be done with delay pools but i have no idea of delay pool .
I will be very thankful if anybody can help me out. what change or what lines i should add to my squid.conf file please tell me.
