How to configure Squid as a web proxy

I installed Squid 2.6 on a RHEL 4 box.

I'd like to know how to configure it as a proxy so that the following things happen:

1) Only MY IP can access/use it.
2) I don't get any caching going on (I need new content every time I refresh the page on my browser)

I'm developing a country dependent web service and I need to try it from different points in the world. That's why I installed Squid into one of my dedicated servers and want to "surf" the web through it.

Can anyone please provide an example config? I've read Squid's Wiki and find it almost impossible to understand for someone not versed in network terminology.
