SLES 10 File Server Slow at times

I have a SLES 10 SP1 (64bit) OES 2 Server with NSS Volumes. This is a Shared server and everyones shared files are stored ont his server.

My problem is at times this server is SLOW file access times, time to browse directories and also opeing up applications in GNOME itself is slow during these times. When i look at the process however the cpu is only showing a peak of 40% usage.

This server is a Dell poweredge with 1.4 TB HD space and 4GB of memory. Any ideas??
