is 'squid' the best proxy solution for my needs?

After a bit of research I discovered that Squid Proxy would not be a good option for proxy server software for what my needs are.

Squid, as is my understanding, does only web caching where i need tha ability to deny web traffic to particular web addresses or deny network access to a particular IP address.

So I would love to hear suggestions from anyone as to what you recomend.
