Inheriting permission from parent directory in Linux

Can someone tell me when you create a new file in a Linux directory, how does that file is it's permissions?

I have a directory w/ drwxr-xr-x  2 www  users 4096 Apr 26 11:22 html

and when I create a file it gets -rw-r--r-- by default?
