"admin" can see "users" home directory, but not their folders, and needs to be able do so

Tags: Linux, SuSE, 9.3, with OpenSSH 4.3p2, "error listing directory..." SuSE 9.3 with OpenSSH 4.3p2 by WINSCP access

Using WINSCP and loged as "admin" (account for managment), I can see "users" folders (in "jail" directory, as advised on http://www.cyberciti.biz/tips/howto-linux-unix-rssh-chroot-jail-setup.html ), but can not view them.
I do looking the way chage permission for the "admin" to allow him search/edit/delete "users" files in "home" directory.
Files been placed by "user", and no visible for "admin"
I'm not really "linux' man, and need more detailed info.
