What does 'mod_bwlimited' mean?

From a linux server response I got this

Server: Apache/1.3.41 (Unix) mod_log_bytes/1.2 mod_bwlimited/1.4 mod_auth_passthrough/1.8 FrontPage/5.0.2.2635 mod_ssl/2.8.31 OpenSSL/0.9.7a

what is the 'mod_bwlimited' meaning here?

While download even an small 20K sized image from outside link like www.xyz.com/sample.jpeg fails and not complete the download. Does anyone knows what is the problem?Start Free Trial
