ftp or scp sending files automatically error msg .

Dear Experts

I have 1 computer with a Linux Kubuntu (A) and other computer with RedHat (B).

I receive in several archives every 40 seconds in folder /home/myPCA , On the other hand, I need send the files to the PC B in the folder /home/myPCB the IP for this Pc is 192.168,1,65

In the computer B the user is: hernan password: a3040u5
So, I Use

In the console in the path /home/myPCA I use:

scp *.* hernan@192.168.165:/home/myPCB

Well I have this problems:

- I need sent the files with out of repeated
- I need give the password automatically

I will use a script to do it, but I have the msg error:

ssh: connect to host 192.168.1.65 port 22 : connection refused
lost connection

with the ftp is the same problem, how is possible give the password automatically? with subversion is better than scp in order to not sent repeated files? or is possible with the scp or ftp? what can't I do? any idea?
