Can RSA II (Remote Supervisor Adapter II) be used for Linux clustering instead of an extra NIC/network port

We read from Red Hat Cluster Suite doc, we need Remote Supervisor Adapter II   as power fencing device and according to IBM RedBook, x3850 M2 and x3950 M2 have the  RSA II service processor as a standard component.

If we don't have an extra network port, is it possible to set up RedHat Linux clustering using RSA II?
Can RSA II be used as power fencing device (& what's power fencing device?)
