Run tcp/ip socket listener on server and call it from mainframe cobol

I need to run a tcp/ip socekt listener program on a server and call it from an IBM online COBOL program.

Does anyone have knowledge on how to do both sides of this call?

I am assuming that what you reall means is that:

You are running a TCP/IP based server on a distributed server and you need to write a Cobol program that will act as a client to this server.

Is that what you need to do?

If so you, refer to the following manual for your relevent level of z/OS:

SC31-8788:  z/OS Communications Server: IP Sockets Application Programming Interface Guide and Reference

That looks like it deals with writing a program that runs on the mainframe, waiting for requested from a distributed application.

I need the other way around. I need the mainframe to make requests of the distributed app.

It shows for both client and server.  You may have to look at one of the other language samples for the client part and then figure out how to do that in Cobol.
