Unfortunately there are no public mainframes to connect to using 3270. Part of the problem is that you don't just connect to a mainframe using 3270, you connect to application (CICS, TSO, SuperWylbur, Wylbur, IDMS, ect.).

Hercules is a IBM mainframe emulator that allows you to run software designed to run on a IBM mainframes. Although Hercules is supposed to be able to run z/OS, z/VM, and z/VSE legally you can't. You have to license those OS's and IBM willl not license them for use on Hercules.
You are able to run the great-great grandfather of z/OS, MVS SP, which is from back in the late 70's or early 80's. However even then you are limited to what applications you can run under that. You can always write your own.
