Oracle connectivity error on Mainframe z/os

I am using oracle client ( OCI ) in mainframe cobol program to write to oracle database on unix server. When the module ( that writes to Oracle database ) is in the steplib, everything works fine. But when the module is in the linked list, the oracle connectivity fails with the following message.

Error while trying to retrieve text for error ORA-00000.

The above error seems to happen when the module is APF-authorized. How can I solve this problem? My customer wants to use linked list. So using steplib is not an option.
