I'm trying to make a DOS bootdisk (using the Win98 bootdisk) that will recognize my USB CD and HD drives

I have a compaq NC4200 notebook which has no internal optical drive. I'm trying to make a a boot disk (whose image I'll transfer to CD using Nero) to boot the notebook into DOS and still recognize the CD drive and an additional USB HD from Buslink.

I have studied the forums at radified and experimented at length with the Panasonic USB 2.0 drivers. It still won't work. It will scan the USB controllers before saying "Target USB device not found" and then erroring out on the other lines in my config.sys.

Any ideas? I've Googled and read and tested and retested for three days now. I have to image a fleet of these, and I don't want to have to manually remove the HD's to place in another system for imaging each time.
