First off, what is the model number of your laptop?
Are you attempting to reinstall Windows from the same CD that came with the laptop, or from a different one?
Do you have a floppy disk drive on that laptop, or if not do you have access to an external USB floppy drive?
When the computer was booting to the CD, and when it was still in the "black screen" stage, did you see a prompt near the bottom of the screen: "Press F6 to install 3rd-party or RAID drivers"?
That's the stage where if you have the RAID/SATA drivers on a floppy, it will install them. Without those drivers, the Windows setup can't properly locate or use one or more drives and therefore won't install or will crash out at some stage.
dobbshelp has provided you with a good method of integrating the drivers right into a bootable CD so that they are loaded ready for setup to use, and you will see other pages that describe modification of the files that are used during setup like these:

There is a workaround of setting the BIOS to make the drives be treated as standard IDE Drives, installing Windows, then installing the drivers and resetting the BIOS to treat drives as SATA. It's discussed in part here:

Does your laptop have a SATA hard drive? Noticed some other people complaining about this on Dell laptops. It looks like some sort of sata/raid driver. Not sure why it wouldn't be part of the original Dell restore if that's the case however.
