Hello,
Say I have 2 files.
File1.txt
---------------
abc
def
ghi
.....
File2.txt
---------------
123
456
789
......
How do I merge these two to get a third file:
File3.txt
----------------
abc, 123
def, 456
ghi, 789
...etc

Personally if unable to use some programming language, I would set this up to open the first file in excel, then use vba to add the second file to second column then save/close the file as .csv.
I dont know of any way to do this using only a batch file.
This link shows some who have dabbled with this, but it sounds a bit more complicated than it is worth.

If there are multiple items on any line of either file1.txt or file2.txt then you'll need this modified version:
@echo off
setlocal enabledelayedexpansion
set a=-1
for /f "tokens=*" %%a in (file1.txt) do (
set /a a+=1
set a[!a!]=%%a
)
set a=-1
del file3.txt 2>nul
for /f "tokens=*" %%b in (file2.txt) do (
set /a a+=1
for %%a in (!a!) do (
echo !a[%%a]!,%%b>>file3.txt
)
)
this modofied code will also work with multiple items per line....
