Yes, if a workstation is turned off then it should not be displayed. If the station is initially turned on and then switched off it will take a short while for the station to dissapear.

THANKS

I HAVE 2000 COMPUTERS IN MY NETWORK AND I CAN ONLY SEE 87 COMPUTERS.ALL THESE COMPUTERS ARE IN A DIFFERENT LOCATON OF DIFFERENT RANGE OF IP ADDRESS.IN MANY MACHINES I GET THIS ERROR ALSO.

PLEASE HELP AS THIS IS BECOMING VERY CRITICAL FOR ME
Are you on a Domain? If so, is it NT or an Active Directory Domain.

What OS is installed on the client workstations?
Yes i am on a ADS domain
Clients have 2003 and xp
Have you got firewalls installed on the client machines? Are all machines in the same Domain? Can you ping the machines that you are unable to connect to?
No firewall is disabled. All the machines are in the same domain.I am able to ping those machines. The machines i am able to see is from the same domain but different dns server.
Let's take the example machine from your above comment. Machine Name: Development

If you look in Entire Network is the machine "Development " visible? If you double click on this machine are you able to browse it? If not are you able to click on Start > Run and type \\Development  - will this let you browse the machine? If not can you try typing \\<ipaddress> of the Development machine, are you able to browse using this?
I am not able to see the machine development in Entire network. But i am able to ping and \\development.
Yes i am able to \\ip address.

Is development in a different subnet than the workstation you are trying to view it from?
no all are in the same subnet

MAchines which are in the different ip range and subnet are visible as i told you before
Try using this tool

http://support.microsoft.com/kb/818092

See what results you come back with. Let me know if you need any help with the tool.
What file should i run and what will happen when i run this.Should i run it on the client or server
Click this to download the file

http://download.microsoft.com/download/b/2/a/b2ae4b0e-dc51-40d8-98bf-7a4ade88dcdf/browcon.exe

Once this has downloaded, run the file and extract the contents to the C:\ Drive of the Development machine.

Run the Setup, once this has completed go into C:\Program Files\Microsoft\NetBIOS Browsing Console and run the BrowCon.exe

Fill in the details to create a network profile. Once you have done this it will diagnose your network for Master/Backup Browsers
Development is my Domain controller.Do you want me to run on that.?
Appologies, No. Run it on a workstation that is unable to see the Development DC in it's Network Places.
I get this

NetBIOS Browsing Console

Domain Master Browser was not Found

Diagnosis:

The domain master browser for the specified domain could not be found on the network. This may mean that there are no members of the specified domain on the subnet?

This problem must be resolved in order for NetBIOS browsing to function properly on this subnet for the specified domain.

Possible Causes:

Verify the existence of the specified domain.  Does it actually exist?  Can you ping any of the domain controllers for this domain?

Are any domain member systems on the network running the Computer Browser service?

Ensure that the Computer Browser service is running on at least one system on the network that is a member of the specified domain.

Are any of the domain members configured to maintain browsing lists for the domain?  Use the following registry keys to help define which systems should be master browsers:

HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\Browser\\Parameters\\MaintainServerList

HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\Browser\\Parameters\\IsDomainMaster

This could be due to name resolution problems on the network.  The domain 1Bh record must be resolved to an IP address.  Also the PDC's NetBIOS name must also be resolved to an IP address.  To verify that the PDC's NetBIOS name can be resolved, map a network drive from a client to the PDC.  If mapping a drive fails, resolve the name resolution problem causing the failure.

Ensure that the domain 1Bh record and the PDC's records (00h, 20h, etc) are available, correct, and consistent on all WINS servers on the network.

Summary:

A domain master browser cannot be found for the specified domain. Use the suggestions above to help solve this problem.

NetBIOS Browsing Console developed by Tim Rains
Logon to Development and check the following two keys

HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\Browser\\Parameters\\MaintainServerList = Yes

HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\Browser\\Parameters\\IsDomainMaster = True

Check the Computer Browser Service is running on the server also. Let me know what you find.
HKEY_LOCAL_MACHINE\\SYSTEM\\CurrentControlSet\\Services\\Browser\\Parameters\\IsDomainMaster = True

This is false
Set that to True
Should i do this on the server or client
You may also need to restart the Computer Browser services on the server and the workstation
The Server is the one where you should check the registry Keys. It must be set to True on the server
I did the same as suggested and even restart the DC and the client but still get the same error.
I get the same error on the DC also
Can i just confirm. You are on WorkstationA and when you click on Network Places>Entire Network you are able to see the server Development. But when you double click on the server to browse it, you receive the following

"Development is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions. The list of servers for this workgroup is not currently available "

Is this correct?

Development is the domain. In it i have to have 2000+ computers.
OK, i thought Development was the NetBios name of the DC.

Just out of curiosity, are you able to ping the actual domain name, e.g Development.com (the FQDN)
Yes i am able to ping.
I am thinking that there may be a DNS issue somewhere. I can't put my finger on what.

Do you just have a single DC in the Development domain? If so is this DC your DNS server? If so what IP address have you specified within the TCP/IP config for it's Primary DNS Server?
I have 4 dc in Development domain.Dc is my DNS server. This is the primary DNS server.
Can you look on the DCs at the following registry key and tell me what they are set to please

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\restrictanonymous
Its 0
There is another key as restrictanonymoussam that is set to 1
Am sure you have checked this, but are there any events that you may consider related you can tell me about in either the DC's event logs or a workstation events logs. Anything to do with DNS,  LSA,  System Events?
When you checked the DC's did you check them all for the following key? Also, the key you mentioned above i don't believe is related.

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\restrictanonymous
I have this error in dns

The DNS server was unable to open the Active Directory.  This DNS server is configured to use directory service information and can not operate without access to the directory.  The DNS server will wait for the directory to start.  If the DNS server is started but the appropriate event has not been logged, then the DNS server is still waiting for the directory to start.

For more information, see Help and Support Center at http://go.microsoft.com/fwlink/events.asp.
And this error.

The DNS server was unable to add or write an update of domain name 157 in zone 181.140.129.in-addr.arpa to the Active Directory.  Check that the Active Directory is functioning properly and add or update this domain name using the DNS console. The extended error debug information (which may be empty) is "". The event data contains the error.
