Domain Group Policy setting - can it be applied or not depending on the OS?

Hi my question is regarding Domain Group Policy.

We had a domain with Windows 2003 Server with Active Directory and 18 Windows ME/and XP Pro workstations.

This week we purchased new Dell Optiplex with Windows Vista Business installed, to replace the Windows ME computers. Now our workstations are mixed XP Pro and Vista Business.

The Dells shipped with a partitioned hard drive: A regular C drive, and a D drive marked "RECOVERY". This D drive is fully viewable and editable, and forces the DVD/CD drive to be E. These computers are all used in a workshop so basically are accessible to the public. Having an editable recovery partition is, obviously, less than ideal. To keep things easy on the staff and clients, we have always used one user login name for the public workstations to log into the domain. This login has lots of restrictions on it via Domain group policies.

The problem I'm having is that we have an existing policy to restrict the C drive (so users cannot view it or save anything to it.) However, clients are free to use the floppy A drives or the CD D drives. These new Dells have the Recovery partition on the D drive. If I change the existing policy to include restriction of the D drive, clients will no longer be able to access the CD-ROMS on the XP computers.

My question is there a way for me to either set a group policy based on the receiving computer's OS (like a conditional policy or something) OR set a policy on each Vista machine indivitually that will not be overwritten by the domain policy ("restrict C drive only") when the user logs in? I would also be open to somehow setting the partition to be hidden with a partitioning utility, but I don't want it to prevent us from using the recovery partition in case it becomes necessary.
