If you are quite comfortable with reinstalling your OS I would say go for it (low level formatting your drive) It can not hurt and it could potentially help.
Another question is do you have 2 hard drives? Meaning 1 drive for all your system files and one for your documents? if so make sure you do some good virus and Anti-spam/spyware scanning on the second drive. They both are known to produce similar problems.
As to can malware stay through a reformat - some can. It depends on how they are written. I know some hide very well. Did you put any programs, data, other stuff back on your computer after you finished your reinstall?
Another thing you can check is to see if all your fans are still running - I have heard of some systems slowing way down if they are not being cooled enough.
Hope you get your computer running quicker soon,
Bernard
well I would suggest doing a virus/malware check on the second hard drive. It may have some aggressive malware that is getting reinstalled onto your main hard drive after you reformat. Or if you do not use it at all anymore try removing the drive and reinstalling windows see if that makes it quicker.
Interesting problem you are running into.
Hope you get it worked out soon,
Bernard
well can you find out what processes are running and taking all your cpu time?
to do this look at the task manager - which i guess you were at - and then the processes tab. once there you can order the tasks by CPU usage. This will show us at least what process is taking up all the power of your computer.
Another question is - how long have you let your computer sit? is it still using a lot of processor time after 10 minutes, how about after 30 minutes? It might be that just because you have so little memory some of the startup procedures take a bit longer then normal.
Hope things get worked out quickly.
If you have not installed the Chipset and other motherboard drivers, that will keep the system from running at optimum speed . . you may not need a reinstall . . just load drivers
You can download them here:

I installed Chipset and drivers. Thanks but it does not change any thing.
I reinstalled windows before I posed.
There is only windows running.
Hijack this finds only 15 items all safe.
The computer goes quickly through the Dell slash.
Will not load windows fast.
It takes several minutes to get to log on page. Then much longer to load windows.
It still is running at 100 percent cpu.
I can no longer open task manger only the CPU monitor.
Thanks for any help.

well as to opening task manager here is a program that does the same thing, just a LOT more indepth
http://download.sysinterna
I would suggest downloading and running the file - it does not install anything it only runs from the exe.
with this tool we can see what program is using all of your cpu or which group of programs is doing it.
hopefully this will give us some more ideas as to what is going on.

DId you reformat, or do a full reinstall, or a repair install ( all the programs are left intact , as well as data ).
I would check for viruses and malware ( Hijackthis ver 2, for the latter ).
What about RAM and other info on this mache.
I hope this helps !
