System info will not load

On my windows XP Pro OS on my ibm notebook I cana no longer open system info from the system tools menu. The hour glass runs breifly and there is some hard drive activity but nothing opens, I also get the same thing when trying to open windows help cointents and index. I have tried fixwindowsxphelp.vbs but it does not fix the problem.
