I'm looking for a way to display information for users that are on the network that connects to the Internet. Here is the problem:
I'm looking for a commercial, freeware, or open source solution that I can put inline (windows, linux, etc. server) when a user on the network goes to the Internet (not the Intranet) get's a webpage displaying "Internet Usage Policy" and/or "notification of maintenance" if any comes up telling user some blurb before they head out to the Internet.
Does anyone know of a solution that will fit the bill?

Enforce that the start-up page is defaulting to the Internet Policy page, so that people have seen the message. That actually is enough concerning legal stuff.
A user needs to know the Policy is in place. We actually had the users sign this policy as a part of their employee contract and enforced the start-up page.
Don't go out looking for software packages that (from my view) don't do half the work that policies can do. Just set your policies straight and you are off.
Thank you all for responding. I wish it was that simple. The message page cannot be when they launch the browser or display when the users are on the Intranet. The criteria is to have it display only when users actually go out to the Internet. Somewhat similiar to when you try to attach to a hotel wireless.
I disagree here. The policy is in place to make sure users are using the companies internetcapabilities (whether is intranet or internet) responsible. It always applies as soon as one is starting his / her internetbrowser.
And for the users working outside the company...maybe take one of those about: pages which are default in IE and modify it.
It's almost impossible to make sure when users are connecting to the outside world from local. You need to configure your firewall in a way that when a user triggers an inside --> outside rule, that you would get a pop-up of some sort about the policy.

Hi,
I would write a quick HTML web page with the internet usage policy and use a GPO to force this as the user's IE homepage.
