Recycle Bin in Windows Server 2003

How do you set the Windows Server 2003 so that every user's file deletion will move the file to recycle bin? (I couldn't find recycle bin setting in Active Directory)

All the users don't have a local client access, they all have to logon to the domain server to access data and programs.
The users have 2 default folders, one for My Documents resides on the Active Directory and the other one is Z folder resides on the server dedicated for shared data.
