"Registry editing has been disabled by your administrator" received on Windows Server 2003
then restart by winlogon
well we have got this company that needs to increese the exchange database and there is no way to get inside the registry - the server restarts
it is an sbs2003 with both administrator account and administrator template account enabled

One of you GPO's almost certainly has this item enabled:

Administrative Templates > System -->  Prevent access to registry editing tools

Access group policy management: Start --> Administrative Tools --> Group Policy Management

Try to find it or temporarily disable all GPO's, then run gpupdate from the command prompt.

That link discusses the issue on the local machine, just in case the setting wasn't made by a GPO, you should be able to use the second method to take care of it.

Check the winlogon.exe process. I read a post on another site where the WINLOGON was replaced with WINIOGIN. Verify that it is an L not an I.

Ahh, I skipped over the server restarting part.  Make sure you have good backups before you do much else.

well i have disabled all the group policy objects
i have tried thr gpo and the gpupdate and added the reg key but still no use
still when i try to open the regedit it gives me an annoncment that it was disabled by administrator (i am) and the server restarts
the winlogon is winlogon with an L
thx but if sombody can help it could be nice

one more thing when i get inside the gpo, cmd, regedit, and probebly more things then the server restarts

It sounds like you have a virus.  Please, make sure you have a good backup of everything before you do anything else.

Then we'll need more information.  We need to know exactly what message you get when the computer shuts down. Open Even Viewer and look for error messages that seem significant.

Download and run hijackthis and post the results.  Run a virus scan (if you don't have antivirus, try and online scanner).

i run stinger(mc) and fixblast(norton)
i have changed the rpc to restart the service mode so i will have time
but still ........
no virus with online and offline virus scan

Stinger and fixblast are targeted tools, not an antivirus solution.  I'm not at all convinced you don't have a virus.

Anyway, you'll need to post the exact error messages if you want more help from me.  Word for word.

And download Hijackthis and post a log already.
