Getting annoying Event ID 257 in System log.

This started after a reboot on my Exchange 2003 SP2 server running on Windows 2003 Std Edition with SP2. The server has been running for months with no issues. Nothing was changed at all. We had some Exchange issues and had to reboot. Our log disk filled up and Exchange shutdown. We did some cleanup and rebooted and after the reboot, we started getting the Event ID below about every two minutes in the System log:

Timed out sending notification of target device change to window of "C:\WINDOWS\Explorer.EXE"

I did some searching and can't really find anything significant. Any help in troubleshooting this error would be appreciated. I think maybe another reboot may fix it but I would like to know whats causing it. Its a Warning, not and Error but its still annoying and filling up my System log. I did find a Microsoft hotfix number 924390 which appears to address this with a newer version of dmadmin.exe. Did anyone else have success with this?
