stop code 0x0000007B on os re-install

I have put a new drive in a Dell optiplex 755 which came with Vista and I want to put xp pro on it instead. usb options are all on in the bios and after I put a dell pressed copy on xp pro on it reads the disk and goes throught searh process; then before windows installs it BSOD's  and I get this:
stop: 0x0000007b (0xf78d2524, 0xc0000034, 0x00000000, 0x00000000 I have tried to boot to a usb flash drive with the sata drives from dell on the root of the flash drive with no success.
 I even put in another new sata drive, and no changes... any thoughts to get xp pro installed.
