Many services don't start in Vista.

I have a customer laptop that won't load all of Vista's services for some reason.  They brought it in because it wasn't going online, but that's only a symptom.  I can't go to Event Viewer (services not started), in safe mode it says help and support won't start, there are no restore points present.  The computer has Trend Micro installed, I scanned the drive and there seems to be no malware of any kind present.  I checked in services, and it says DHCP client is starting, and the System Event Notification also says starting.

By the way, on boot up, I get a balloon that says Windows could not connect to a service, the System Event Notification Service.
