Need directions to Bart's PE Biuilder

Hi,

Downloaded Bart's PE Builder on backup pc, because I can't access main pc since I installed a new mobo.   Directions are nebulous,  After downloading it  to my backup pc I don't  know what to do next after executing..

Directions say to "Burn to CD using "Starburn"? [with what? - Nero burner?]
Select CD writer device from the Device list? [never saw it]
Hit the "build button"? [never saw one]

Shoulding it be copied to a CD in the backup pc?
Then inserted in the new mobo computer?
Should Bart PE Builder be executed in the backup pc or in the problem new mobo pc?
Please advise.
