Windows XP Home cd scratched

Gday Experts,

Had to give my work laptop back a few days ago, and dig up my old one. Its full of crap and want to do a clean install. the CD that came with it is scratched, not realizing this I formatted the pc and now cant get windows on it. So my question I have a valid windows serial, where can I get a windows CD? Can I just download one, is this illegal?
