Is Microsoft.NET Framework necessary on a server running windows server 2003?

I have a partition on a windows 2003 server that is filling up and i noticed that this software called Microsoft .NET Framework 3.0 is installed under ADD/Remove PRograms

Just wondering what this program is used for and was wondering if is necessary and can it be removed safely??

I assume it got downloaded in a windows update
