Windows 2003 server domain Controller

Hi i have a windows 2003 server that is acting as a domain controller. This Domain controller is part of a forest the os on the domain controller has crashed and i have reinstalled windows 2003 on the server. This server is located in dubai while the other dc is located in South Africa. I want to join the server that is in the dubai office to the forest i would like to know if i need to join it to the  server to the domain and then use dc promo or just use dc promo and if any one has any step by step guide on how to join the domain controller to the forest i would appreciate it.
