The only free AND efficient tool that comes to my mind is cacti. It's light and easy to set up. It works on any linux box and is very efficient, even from a VM.
I monitor my server farm from from a VM inside my laptop.
It also corresponds to your requirements, all you need on the client's side is to activate SNMP. If you can't do that, or don't want to, it's a little more complicated. You could use WMI and some scripting to monitor CPU / mem usage.

This one is for CPU load, you'll need to tune it for mem usage, but it shouldn't be much of a problem.
