Internet Explorer Keeps Asking for Password From Proxy Server

Ok, this has been driving me mad but anyways :)

We have a 2003 Windows AD Domain setup using a proxy server, now when a users is forced to change there AD password (Every 30 Days) When they go to open internet explorer it prompts them to enter a password as if the proxy server doesn't know who they are.  Now if the enter there user name and password and click OK it still fails to work, however if they click the box at the bottom to say remember user name and password then it works perfectly and the user can browse the web using IE for the next 30 days then they change there password and around it goes.

This doesn't happen on all users computers just certain ones and is not limited to Windows 2000 or XP as both systems have shown the problem.  I have tried deleteing cookies, temp internet files, passwords stored in IE and ever resetting IE back to factory but still it prompts for a user name and password.

To login I'm using DOMAIN/user btw....
