Do you have the printers installed on the TS as local printers or du you connect them from a print server?
There are settings stored per user so if a use changes a printer under Printer properties | general tab | printing preferences it will be stored for that user and I dont think that changing on the print queue | advanced tab | printing defaults will affect those overridden.
I would suggest one of these alternatives (there are probably more solutions to it)
1. Run a script when the users logon to the TS and change the settings then, in Windows server ResKit there is a tool called SetPrinter.exe this could be used to set a lot of print settings, this could probably be used for setting Color / Black and white. Download Resource kit from.
http://www.microsoft.com/d
or
2. Delete all users profiles using DELPROF to clear user specific settings, but you will of course also delete other user specific settings for other applications that are stored under HKEY_CURRENT_USER. It works to do in some organisations policies but not in others so you has do decide if that is your organisation are using a lot of user based information. In our organisation we use delprof and it works just fine.
This is two ways of clearing the user-specific information for printers.

Hi,
Are you using the manufacturer's print driver or the Windows print driver that comes with 2003. I always have the best luck using the 2003 driver that is the closest match to the printer. Sometimes the printer manufacturer's driver is just too smart.
Good Luck,
