The XP workstation is not in a domain

Going to ask a stupid question here. Was this computer ever connected to a domain? Does your domain have a policy that would disable this and is it possible in any way that this computer picked up that policy?
If not--
Take a look at your registry
HKEY_LOCAL_MACHINE\Softwar
In here there is a registry value labeled "NoAutoUpdate"
A "0" Enables Automatic Updates
A "1" Disables it
There is also a value labeled "AUOptions" Select:
"2" - Notify for download and notify for install
"3" - Auto download and notify for install
"4" - Auto download and schedule the install
Value "ScheduledInstallDay
"0" - Install every day
"1-7" - Install on a specific day of the week -- Sunday 1 to Saturday 7
ScheduledInstallTime
0-23 -- Corresponds to 24 hour format.
Download Dialafix from:
http://www.softpedia.com/g
Start Dialafix.
Under "WU/WUAU", click the box that says "Fix Windows Update".
Press the GO button.
Give it a minute or two.
Exit from Dialafix
Try resetting your updates to automatic.

Have you installed recently any updates that caused that? Try to rollback if you did.

Do you have a GPO for this? It might be getting set to disabled... although I'm not sure that's a good thing. Even if you didn't create a GPO for this, you might want to check yours to make sure that it didn't get set accidentally.
