How old is the laptop and what model is it? Make sure the BIOS is NOT set to OS install mode (if it has that option).

I think it is what is on your hard drive giving you problems. Wipe the entire hard drive with KillDisk. You can then do a clean install on the wiped hard drive, even if using a Vista upgrade DVD.
Burn a bootable KillDisk ISO CD or DVD with ImgBurn.
