The administrator account can be used to run the exmerge.exe to export the PST files of the mailboxes.
The following KB http://support.microsoft.com/kb/292509/en-us is helpful.
Since the Send As & Receive As permission is denied for administrator because it is als the member of the Enterprise Admin & Domain Admin groups & always the deny permission of the group over-rides the user (administrator) allow permission...so we have uncheck the Send As & Receive As deny permissions for also the Enterprise Admin & Domain Admins groups on the mailbox store.
