I have a HP dv2000 laptop with windows vista home premium 32-bit OS. The problem is that just prior to, and directly after a User Account Control prompt is displayed there is a 6-second "black-out" delay that is experienced, and is incredibly annoying. I don't want to disable the UAC because there are younger family members that also use the laptop, and therefore I would like to keep it enabled. Can the length of this delay be changed / shortened, possibly in the registry? If anyone has any thoughts on this subject please let me know....thanks!

You can disable user account control by going to Control Panel > User Accounts > Turn User Account Control On/Off
The delay you are experiencing is due to the sluggish operation of your laptop. It might be worth running a defragment operation after you have run Disk Cleanup in order to remove any unnecessary 'garbage' from your system. Both utilities can be found under Start Menu > All Programs > Accessories > System Tools.

afoot, the dimming is responsible for the delay, believe me. What UAC does, is start a new session to isolate the decision process of "yes, go on" and "cancel" from malware. When starting the session, MS found it cool to use a screenshot of the old session as background wallpaper for the new session - dimmed of course. Creating and displaying that bitmap can be a problem for the graphic system - delays.
If we loosen security and skip the "secure desktop switching", this will not happen.
But a better way would be to shut down aero, if you don't mind. Without aero, there is no dimming but the security is fully maintained.
What could also help is (said before) upgrading your video driver.
