Outlook and Excel application open fine but when you try to open a excel or work file by clicking on it, it opens really slow

When i open an excel or word application, the application itself opens just fine.
I can open an excel or word file from within the application once it is opened up quickly as well.

The problem is when i try to open an excel or word file by double clicking the icon file locally on the machine or on a network share,......it doesn't seem to matter, it takes like 1 to 2 minutes to open the file.

One other thing to note is that hyperterminal as well takes 1 to 2 minutes to load a link as well.
