or do you have to run it from boot?

Action above install Recovery console and make it possible to select it from boot menu when computer start.
But also you can repair Windows from Windows.
Just insert Windows XP CD and start install.
On "Welcome to Windows Setup" Screen select installation type - "Upgrade (recomended)"
This intall type will get all installed drivers.

In my experience a Repair Install can only be run via booting formt he installer CD. You go through the stages as if you were performing a standard installation, but at the end you get the optin to repair your current install once the installer had detected you already have an instance of Windows on your machine.
You can access the Recovery Console once it is installed, but this is not the same thing as a Repair Install.

What are you trying to repair if your Windows XP already boots? Usually you use a repair to fix a system that won't boot. Use SFC /Scannow if the system does boot. I do beleive that if you do a repair then you will loose the option of using a restore point. What I mean is...your restore points from before the repair will be gone.
Windows repair is only available trough the windows installation disc. Insert your windows bootable cd and make sure your pc is currently using your cd-rom as bootdevice. When the cd is finished loading drivers you can get into system repair by pressing F3 when the software prompts you if you want to run system repair.
However in your situation you might want to use System Restore which is available trough your start menu-programs-accesories-s

or you can install the windows recovery console
logon to windows;
then go to run and type
X:\i386\winnt32.exe /cmdcons
X; is the drive letter of your CD
