Issue with RDP on Windows 2003 SP2

We are unable to RDP to a Windows 2003 Server. . On the client it says unable to connect to RDP.
The OS is Windows Server 2003 SP2 with the last microsoft updates (patches) and it's running with Symantec EndPoint 11.4202.
Firewall is off completely.
We have restarted the server multiple times. Nothing in the event logs either.
We have tried using vista, xp, another windows 2003 server  and Ubuntu to see if any of
them would connect. None of which has been able to connect.
We have tried also to use Dameware

When I run netstat on the server, I can get only this line about port 3389
TCP    0.0.0.0:3389           0.0.0.0:0              LISTENING       3604
