XP system doesn't shut down & stops at blue screen

We have Toshiba Tecra A-10 & A-9 Laptops. We install OS XP SP3 via image. Out of 100 laptop 4/5 laptops having problem to shut down & it's hang on blue screen. When user click on shutdown it seems like going to shutdown but at the end its hang on with blue screen & doesn't shutdown the system. Then need to press & hold the button to shut down the system manually. I read lots of feature but can't get the right information to resolve the issue. Your any suggestion will be appreciated.

One of the services possibly hangs and prevents your computer from shutting down.

Hi,

Go to Display properties - on desktop - right click - properties - click on screen saver-click on Power- click on Advance-Power buttons.

Check the status  there Shutdown,standby,do nothing,ask me what to do.

The Eventviewer may tell you which service has a problem.

And by "blue screen", do you mean the blue desktop, of a blue screen with an error message on the top?

Are automatic updates enabled? They may also cause a 'hang' of the system.

Can you see disk activity when you reach the blue screen/blank desktop?
What exactly does the bluescreen say? There has to be a code that identifies the error.

Also, since it's restored from image, there might be slight differences in the hardware that cause this, but it might also be a corrupted filesystem (bytes missing at the end of the fs due to changes in disk geometry or similar). Try running a disk check on one of the notebooks with the problem.
You can also try to clean your profile with a service which helps with slow log off and unreconciled profile problems.

I think there's no blue screen, he's probably referring to a blue desktop background.
