Also there are tons of Portable tools that I use on a daily basis located at:

http://www.portablefreeware.com/

And

http://portableapps.com/

In terms of boot disks I highly suggest at least one.  A bunch can be located at:

My personal favorite is UBCD4Win and I wrote an article detailing the best way to go about using/building it:

I found AVG (http://www.avg.com/) the best. This prevents nasties being downloaded and installed. Registry cleaners and scanners using all the CPU resources seem to more harm than good and changes cannot be undone. Barts bootable CD/USB (http://www.nu2.nu/bootcd/) also useful for setting up non-virtual configurations
Two things I forgot to mention previously are

1) A virtual environment tool like VMWare viewer http://downloads.vmware.com/d/info/desktop_downloads/vmware_workstation/7_0
2) Glary Utilities - excellent tool to clean your PC: http://www.glaryutilities.com/
I would also as well recommend you to use Nmap to check for vulnerabilities and open ports, Nmap is a great tool and will provide you with too much of useful information.
Good luck
In addition to the other great suggestions posted; if they all fail, try creating a bootable antivirus CD. If that doesn't fix it, then you've got some serious problems. It's always good to keep on hand at anytime:
https://www.experts-exchange.com/questions/25347695/anti-infection-CD-solution.html
https://www.experts-exchange.com/articles/Storage/Misc/Creating-a-bootable-CD-USB.html
What I like is that there are just some pesky items that can't be removed while in Windows. I run from a bootable source first, then go into Windows and see what's left over and then deal with it after. The bootable CD sometimes will take care of 80-100% of the infected items; making it that much easier.
Also, try editing the startup entries. If you don't know how to do it using the registry, try using Anvir Task Manager. I don't have the free version, so I'm not sure what it can't do; but it's the best startup program I've ever used. Surpasses Glary Utilities, WinUtilities etc. among others. What I like about Anvir is it will alert you to NEW items that have been added since you last ran it. I don't run it continuously; I open it up about once a week to see if there are any new entries. It identifies it, if it's in the database, or will let you search it online. Monitoring startup entries are my #1 way to keep my PC running smoothly - the less, the better. Best of luck to you.

check this is what you are looking for ( all useful utility in one ). This is consider under GPL (general public license usage ) and CCL (creative common license ) for make changes in it.
http://www.lupopensuite.com/index.htm
read terms and condition on site.
I found the lupopensuite although good was not the best.  It doesn't let you organize the structure on your thumb drive in any way you wish.  I ended up after looking at a number of different launchers using PStart.  It is not preconfigured with a bunch of stuff, but is highly configurable.  I even wrote a helpfile for beginners using it (I kept the icons I downloaded with the lupo suite and used some of them).

If you want the help file I'll be happy to send it to you (it's a windows helpfile so it's a chm file which you can't upload/attach here).
techp - any feedback ??

  hello nobus,

let me verify....give me some days
ok - take your time..i'll be there
Hey.

DiskMax (http://www.koshyjohn.com/software/diskmax.html) -a great alternative to CCleaner.
Threatfire (http://www.threatfire.com/) -runs alongside antivirus/antispyware programs for extra live protection.

Freeraser (http://www.codyssey.com/products/freeraser.html) -securely deletes files including some stubborn malware.

Killbox (http://killbox.net/) -used to remove stubborn files that don't wont to be deleted.
Sardu (http://www.sarducd.it/) -creates a bootable USB which includes popular antivirus software.
Double Driver (http://www.boozet.org/dd.htm) -great for backing up pc drivers before a reinstall.

http://www.techsupportalert.com/ -here is a nice list of favourited free software.
I've recently discovered SARDU through an expert here.  I've been playing around with it and am VERY impressed.  This utility does almost the whole thing for you.  It has links to download all the relevant ISO and IMG files.  As well as links to build windows PE environments for Vista and Win7 (need your own distro).  You can create an ISO of everything and then burn to DVD or create a bootable USB.

This is an excellent utility! (see above for link)
i prefer  kaspersky's rescue cd - it donloads updates after booting from it - so it's always up to par !
