Problems with AppData folder permissions in Windows 7

We have a policy of redirecting user folders (Desktop, Application Data, etc.) to the home folder which is on a central file server and is specified in the user's account property page (e.g. H: \\servername\usershare$)

The base folder and share is created when we setup the new account. The login script (vbs) then takes care of creating the core user folders.

The problem we have is with Windows 7 AppData folder. If we create this when the user logs in to Windows 7, it is marked as special and there is no security tab in the properties. The user has exclusive rights and the home folder cannot be centrally administered (e.g. for quota monitoring or simply for resetting the 'profile').

If the folder is created by an administrator before the user logs in - or by the user in an older OS - then the folder behaves normally.

Does anyone know how this default W7 behaviour can be changed so we can revert to a tried and trusted security model?

its because by default c: drive is locked down even in local admin mode  
it can be fixed by changing the security permissions in safe mode

Thanks for the response. It's not the C: drive that's the problem but I'll see if there's anything to be done on the server.

As I said in the original question, it's redirected to the home folder which is on a file server. \\servername\usershare$ is mapped to H: and the redirection is to H:\Winows\W7\AppData.
