Exact Alliance install issue on Win 7 64 bit
I have been using this software which is presently out of support and probably going to be replaced within the year. Unfortunately I am tasked with installing this software on Win 7 64 bit computers. I have been very successful so far with the install and it has worked. I recently ran an install on a new PC and have had this error show after every install and after turning off the internal firewall and defender I am still encountering this issue.
The install source and db source is a shared network drive.

my comment did show you the problem was running a 32 bit on a 64.
You have confirmed this and that helped you find your solution, instead your saying you got it from outside assistance ?
This is not about points vlamer but please do help me to understand what was the difference
I would also suggest if no comments helped please delete it.

Open registry (Run Regedit)
navigate to HKLM\Software\Classes\CLSI
look for what DLL is running.
Try re-registering the DLL.
Idea 2.
Look at working computers and see what versions of .Net are installed.
Install same on new computer.
Idea 3.
Try installing in "Compatibility mode"

It may end up needing a combination of above.
