Promoting a server to secondary domain controller

we have 3 servers.

the domain controller is windows 2000.
i also have a windows 2003 terminal server and another windows 2000 server.

i want to make the second windows 2000 server a secondary domain controller so that if the primary domain controller goes down, the secondary domain controller would be used.
