Allow specific emails through Exchange 2003 IMF

I am running Exchange 2003 Sp2 using the IMF v2 on Windows 2000 Server Sp4.  At one clilent last year I was able to successfully edit a file in an Exchange directory to allow email from a specific domain through the IMF.  Now I am rying to do same at another clilent and cannot find the darn article that was so helpful.  Most articles only describe connection filters which do not help.  These emails come from a large corporation which has many IPs sending the messages.
