Restricting Domain Admin User rights to just 'Add Workstation'

Our Company has the need to give a 3rd party company a Domain Admin username/password so they can add workstations to our Windows 2000 AD domain.

What is the best/simpliest way to allow this 3rd party the ability to just "add workstations" on our domain?

As in what group/s should this user be member of, or what group policy settings??
