Cannot view public folder properties, Exchange 2003

I cannot view properties of Exchange 2003 public folders and therefore cannot change security settings.
When I select properties of any public folder i get the Exchange System Manager error  
 "An existing connection was forcibly closed by the remote host"

I'm not sure when this stopped working as i don't change the permissions in here very often.
I am running Exchange 2003 sp2 (updated from sp1 a month ago) on Windows Advanced Server 2000 sp4.
This is an 2000 AD domain environment.

So far I have tried:
-setting the EXAMIN virtual directory not to use SSL and to use integrated security.

-registry edit that consisted of adding folder and DWORD value here:    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\MSExchangeTransport\Diagnostics

-attempting to login and access the properties page under different user account
Any help on this would be greatly appreciated!!

Hi There,

I have tried all the solutions suggested in this thread but i still can't administrate my public folders in System Manager. My Server is a Windows 2003 SMB SP2 Exchange SP2. what I did so far:
- Removed SSL from Exadmin
- Recreated the Exadmin Folder as suggested
- I can't install SP1 because I already have SP2....

Please I really need help, I can't change the Security on Public Folders which really is a pain in the a**!

To fix my issue I Removed SSL from the Exadmin directory under default website in IIS on exchange.

I believe i had to restart the www service and exhchange services - but try without first.
