Active Directory installation failed......PLEAS HELP

I had two Windows NT servers with SP6a.  I upgraded the PDC to windows 2000 ADV Server with no problems.  I upgraded the BDC to adv. Server 2000 with no problems.  However when the ADC installation wizard came up I now get the following errors.
1) Failed finding a suitable domain controller for the domain cdsXX.navy.XXXX.XXX

I have made sure the my PDC DNS is up and runnign which it is.  I can surf the net on the BDC.  I checked the network card DNS search order and that looks right.  I can ping the PDC and PDC.CDSXX.navy.XXXX.XXX all that comes back with no errors.  I did the ipconfig /dnsregister on the PDC.
Still no joy.  This server is also my exhcnage server and I need that working ASAP.
